The USA can endure more deficit spending than usual due to arrangements with other countries. When Saudi Arabia sells oil for dollars they use those dollars to buy US treasury bonds. The US has the same arrangement with China. When they sell stuff to the US they use those dollars to buy US treasury bonds. That helps prop up the US dollar and deficit spending isn't as much of a problem because of that.
