I had a boss who was living there when that happened and he described to me the high numbers of the mentally ill just roaming the streets. He thought it was immoral and borderline criminal. We closed them in Michigan for the reasons I mentioned. It did save the State money as well. There is the bipartisanship everyone supposedly wants.
