0) Let's pretend I wouldn't be immediately imprisoned as a traitor and that everyone loved me. Maybe say I was President with control of both Houses and a huge approval rating etc.
1) Fence the country up. No illegals. How? Tax every citizen with a sliding scale. Citizens in border states are taxed double. From these funds offer contracts to private contractors to make the fences in the north and the south.
2) Eliminate the minimum wage.
3) Raise immigration quotas for legal citizenship so those Mexicans can become citizens and compete with the rest of us legally for jobs, low paying or otherwise.
4) Start talking to Mexico about us purchasing land from them. We'll take their states to help with their crime and corruption problems. Paid for via a general tax (such taxes are always sliding scale).
5) Remove all laws against victimless crimes.
6) At first I felt I wanted to cut military spending, but I did a little research and we don't spend that much by GDP. It's just that we're so damned rich! So I'd restructure the military but not cut spending.
7) Bring the troops home in stages. Those who choose extra tours of duty get extra pay. Heavy bonuses accompany all medals. General pay raise.
8) Pour money into our foreign intelligence organizations (CIA) but make sure they are structured so they cannot operate inside the country or by violating human rights.
9) Permit and encourage the formation of for-profit regulated American mercenary bands. They would provide their own equipment, but the government would be willing to sell them US equipment if they want it, but only low tech stuff. They may contract with the government of Iraq only for that nation's national security needs. They will be watched by our beefed up intelligence services.
10) Let the UN call the shots outside our borders. Encourage the UN to become more democratic i.e. eliminate the veto.
11) Encourage American industry to focus on space as well as disease curing via tax cuts.
12) Talk to the Russians and other major nuke stockpilers about both (or all) sides offering their some of their nuclear weapons up for sale only the purpose of nuclear pulse powered deep space spacecraft/probes.
13) Explore the Solar System thoroughly and become even richer by claiming it's bounty. Terraform Mars with water from the asteroid belt and specially bred organisms which will begin an ecosystem which will modify the planet to suit humans.
14) Try to establish a new nation built on American ideals of freedom and human rights with a new Constitution. NOT an American colony. Be willing to coordinate with other nations on this but make sure the Constitution is compatible with human right recognition etc.
15) Eliminate welfare. Declare areas to be "Commons" which people can sleep on if they're homeless and refuse to go by the rules of a shelter. Build more homeless shelters and invest in getting them on their feet if they are capable.
16) Pay off the national debt if necessary by more taxes. However I think I'd have tons of money rolling in.

Also, the US economy is helped in large measure with next to free labor as well as increased pools of labor. In terms of population Mexico is expanding and the industrialized nations such as the US are decreasing in number due to abortion/birthcontrol/etc, etc. To stop immigration I think would have a dampening effect on the US economy and both political parties know it and, as a result, are silently in agreement that this is what they desire.
Also changing our constitution is like opening a whole bag of worms. It is akin to having a sex change operation or having an identity crisis. Good luck with that!!!
I do like your idea in terms of stopping welfare in terms of not giving people money. Why not instead create a way to provide for their needs such as increased housing and such instead of giving them money to blow on things they do not need?

Remember the fences on the border? In any case, Mexico can and would say no at this point. It's simply an offer...if your system completely collapses, we'll extend the freedom and protection of America to more of the continent and give the faltering government a nice dose of funds to get things under control.

I said raise the quotas of immigrants and eliminate minimum wage. Let those labors come in and work for next to nothing if it really is what the economy demands but they can't go live in Mexico at night without a passport and following all national security regulations!

No no no. I didn't mean that. I meant that the nation on Mars (or the Moon) would have it's own Constitution.

I'm indifferent about education. I'd put any issues that involve education to the House and Senate if possible or simply leave them to the States. Otherwise I'd be conservative about making changes.

the way for america to succeed is to allow the entire country to be ran via free market and supply and demand
A bad reputation in business would make it go out if it releases bad products, meaning the government would not have to interfere with market in any way
if schools were just like business, they would be funded if they tought good, and that would educate us better than any government school
it would make hospitals and doctors work even harder and more precise, once more like a business, to get paitients.
'price setting' by the government would bankrupt every business thats ever been found. If prices were set during crisises, there would be no supplies everyone needs because itll all be bought out. If one man charged normal prices in a crisis, he would have nothing to sell. If everyone sold at multiple times theyre market worth, itll cause huge demand for it, making a rush to deliver the product. thatll drive the price down soon enough.

1) Why the need to control people. If you support them from the state, give them money.
