Artists did not get their reputation as tortured for nothing, according to research showing their health seriously suffers due to their craft. If that is the case, then I'd argue stripping college art intructors of their cushy university teaching posts and divirting the resources to the "producers" of art. Also, I'd add that some artists haven't suffered enough for their craft:

I can't recall very many college art instructors who were not artists themselves. They typically pursue their own art on the side while their teaching job pays the bills. There are many examples of famous artists who had teaching positions at one time or another. So providing "cushy university teaching posts" to artists IS diverting resources to the producers of art.
