It applies to all types of taxes, but it depends on what rate we're talking about.
Obviously, inheritance tax is preferred because it affects people more directly than say, corporate tax.

Yes, Im aware of that, but it wouldn't have great effect on people if the tax rate is reasonable, Im not talking about extreme examples.
I'd say that for example, anything above 50% could be considered too high.
