I seem to remember it being similar to Justifiable Homocide . It covers things like breaking the speed limit if you're taking someone to the hospital . She saw huge numbers of people suffering while waiting to be processed.
She ended up letting them all go through.
She knows she let a small percentage of criminal through.
She may have broken the law but good for her !
