I seem to remember it being similar to Justifiable Homocide . It covers things like breaking the speed limit if you're taking someone to the hospital . I think it would cover looting for food and water during emergencies like Katrina . But again , I'm not a lawyer .

His aim was to loot Iraq of its oil.

She saw huge numbers of people suffering while waiting to be processed.
She ended up letting them all go through.
She knows she let a small percentage of criminal through.
She may have broken the law but good for her !
