To be fair Tacitus was quite a while ago and hardly impartial as a Roman historian, they often exaggerated the fierceness and savagery of those they conquered to big up the conquest.
I’d hate to find out what he thought of the Brits.

Who were the original inhabitants of Britain, whether they were indigenous or foreign, is, as usual among barbarians, little known. The Romans never conquered any of the Germanic peoples.
