Laws have been passed that required things that were never issued to get something. Cannabis for example.

I hit and killed a deer with my truck once. I took it home after I told the police. They will let you do that here in MI. I butchered it and kept the meat that was not beat up by my truck. Free meat.

That's up to the courts. I see no reason this particular law would be unconstitutional though. There's nothing in the Constitution saying States can't bar you from making false statements on nominating petitions.

First of all, how do they know it was a false statement? Did the court verify where he was doing that activity from? And why would he even have to report such a thing? Does it matter?
