It is not ‘spent, and it is not their money. It is taxpayers savings account for the Congress to spend for the health of our economy. If we have a great year, and Trump turns the economy around,, they may find that We have paid more tax than necessary, and guess what… there is only one thing I can do with that money and that is to refund it to us, ……that is , that which we have in effect overpaid. It was not spent, it was paid into an account, and is overpaid… Notover spent-
How else can you see it. We certainly did not purchase something, It is a savings account.
