Not a Cali native, but Stacey Abrams would make a great choice. She has a background in law just like Kamala and seems just as passionate.

I think the rule says they have to be residing in california other than that I don't know if they have to be a representative or not

I don't know either, I just know Hillary Clinton became a Senator for New York even though she wasn't a NY native, and didn't live there long before she ran.

I suppose he's a bit too obscure, but as Democrats go, Gil Cisneros seems like the kind of person more interested in getting things done in as open-tent a manner as possible than in partisan fighting.
