The program was enacted under Obama in 2014 and funded for 10 years, but needed to be reauthorized with more funding which was done by folding it into the original spending compromise which Musk blocked:

this was a stand alone bill passed by the house 9 months ago. Rand Paul does not have the power nor ability to hold it up. schumer does.

Any Senator can put a hold on legislation by refusing to agree on unanimous consent which is how the Senate usually conducts business. Paul's hold blocked passage of the standalone until he relented two days ago; otherwise it would have had to go through the arcane arduous Senate rules.

Your sources are telling you BS and you, like most right wingers these days, prefer to keep believing a lie even when confronted with the truth.

About half their funding comes from the CPB which is a bipartisan non-profit organization. It essentially filters out any state interference Congress might try to apply against PBS, since the funds go to the CPB which then distributes them to PBS and NPR stations. CPB doesn't develop any content.

"Stations that receive CPB funds must meet certain requirements, such as the maintenance or provision of open meetings, open financial records, a community advisory board, equal employment opportunity, and lists of donors and political activities."

"The CPB is governed by a nine-member board of directors selected by the president of the United States and confirmed by the Senate; they serve six-year terms, and are allowed to continue serving until the end of the calendar year that their term ends or until their successor is seated on the board. Under the terms of the Public Broadcasting Act of 1967, the president cannot appoint persons of the same political party to more than five of the nine CPB board seats."

Only once has a political activist tried to take over the CPB. That was Kenneth Tomlinson, a Republican. He was ousted.
