But....if a woman transitions to a man, receives hormones that increases physical attributes and can now win against men in sports....is that cheating? Because the trans man is receiving performance enhancing drugs, something cis men would get banned for.

If you want to run with the men, then you run by the men's rules. Simple.
Same with transwomen. Officials must accept their bodies just as they are. No need to force them to lower their testosterone
