Retard, the presence of this new law would not have made the Governor of Louisiana call out the troops any quicker and the President wouldn't have called out troops in that case before the Governor (politics). And your own wiki article says that the states have compacts between them regarding the use of each other's National Guard troops which should have been put into effect. Thus, the law is not necessary for natural disasters like Katrina and that sad chapter has nothing to do with the law.

wipe the drool off your monitor ... you said governors don't hesitate, the wiki article says au contraire ... my OP that you are trying (and failing) to quibble with said that maybe Katrina was the basis for the new law ...

Blanco HESITATED. with the new law, Bush need not HESITATE. and whiners like you need not (but probably will anyway) WHINE that the troops weren't called out soon enough.

Offer SOME evidence that the events of Katrina had ANYTHING to do with the new law. Please. The bill was part of a defense funding authorization law, a funny place to put legislation IF what you are concerned about is natural disasters.

Since you made the claim, yes you should offer some evidence to support it. That's how debate works, though you seem to think it consists entirely of cutting and posting wikipedia articles and press releases from the US government.

actually, that Katrina post was all the cut-and-paste i needed, if you can recall a more relevant, recent instance of "public disorder" in the USA, please call it out.

Which, of course, the new law wouldn't have made any difference in unless you seriously believe that the Bush administration which responded glacially to the entire incident would have federalized the Louisiana National Guard before the Louisiana Governor did.

not at all, wouldn't expect someone from your neighborhood to be much aware on the topic, but FEMA is not the first responder for hurricanes, state and local authorities are. it was Blanco's responsibility to call out the guard in this incident.
