You can't force individual police officers to carry liability insurance.
Instead, the departments will have to carry it, like law firms carry malpractice insurance and businesses carry workers' compensation insurance.
Since the state funds the police anyway, I'm not sure what real world impact this will have.

So far in 2020 - 209 White people have been shot to death by the police- thats nearly double the amount of Black's shot over the same time period - 109. Are you suddenly convinced because they are white ( shooting by police is racially motivated in your estimation) all the shootings were completely justified? Not a single instance of a white man being killed by the police been in the national news this year that I'm aware of - certainly not as hyper aware as we are of every Black man that is killed in this manner? Why??

The white man was shot in the back twice by a black female cop I believe in Chicago as he tried to flee after a tussle with two black officers . The victim was on the train tracks, and the police stopped him for his safety. They ended up taking his life. I’ll try to find the video in a bit.

Chauvin has been arrested. Indeed, many police have all been arrested for their crimes.
Chauvin was actually arrested in... five days. In the same district, Mohammed Nouri, who shot an unarmed Australian woman at point blank range, took months & months & months before a grand jury was convened. It was 8 months until the man was held in custody.
Not only did the system work, but it worked a lot faster than it usually does in Minnesota.
The idea that the police routinely violate your basic human rights and get away with it just isn't very true.
