You can't force individual police officers to carry liability insurance.

Instead, the departments will have to carry it, like law firms carry malpractice insurance and businesses carry workers' compensation insurance.

Since the state funds the police anyway, I'm not sure what real world impact this will have.

Public school teachers are not covered by their district's insurance. They need to spend their own money on liability insurance, especially since teachers' unions, especially in Wisconsin, my home state, have been eviscerated.

So far in 2020 - 209 White people have been shot to death by the police- thats nearly double the amount of Black's shot over the same time period - 109. Are you suddenly convinced because they are white ( shooting by police is racially motivated in your estimation) all the shootings were completely justified? Not a single instance of a white man being killed by the police been in the national news this year that I'm aware of - certainly not as hyper aware as we are of every Black man that is killed in this manner? Why??

Brooks was shot several times in the back while running away with virtually the entire incident being caught on various video devices. That's the kind of thing that makes it on the evening news.
