    Mexico is now controlled in large part by the drug cartels, Mexicans don't go to the police for protection, they go to the cartels because the local drug lord is the one in charge.

    Not the USA. Not the adjacent central American countries that have been totally undermined by the USA.

    I'd go for some of the countries that have rejected American hegemony but primarily Northern Europe.

    Like the U.S., it has a very weak middle class.

    Then we have an administration that buses these folks around rather than deporting them.
