It is indeed a major security breach, with several high-level govt. depts. and major corporations (incl Microsoft) compromised. It will take months to assess the damage. Clearly the work of some state actor, not amateurs.

I doubt Trump can be personally blamed for this, but it happened on his watch, and he created a climate in govt. where people were afraid to speak truth to him for fear of being fired. He refuses to hear anything bad about Putin and has more than once publicly accepted Putin's denials of interference in US politics, contradicting his own intelligence services. It's all too obvious that the US was caught napping. Had the president been somewhat more supportive of his intelligence services, instead of antagonistic towards them, the breach might still have happened but the fallout and response would look quite different. As it is, the response will fall to Biden and his team in January. Until then Trump is a lame duck and nothing will happen; another month to go and a lot more damage can be done in a month.
