I thought so too. Especially the top ten, and how low some highly industrialised countries score (e.g., France). There were a few surprises. Haiti ranking slightly more peaceful than the USA, for example, was surprising. I suspect that the report was concluded before the current wave of gang-violence which has Haiti in its grip.
