It's hard to tell from the footage, but it seems that the smaller girl was over the yellow line. It's quite possible SP trains their grouches (or whatever that was) to blow off people who are over the yellow line to incentivize people to keep the parade route clear.

Now, possibly, the grouch should have used better judgment since the kids were so small, but that seems to be a rational explanation for what happened.

Of course, if this was not the explanation and s/he didn't have another reasonable explanation, they should fire the guy/gal (sorry, Mott).

Funny, that's not the excuse Sesame Place came up with:
