Yes, that's a Mine-Resistant Ambush Protected light tactical vehicle. Apparently a town of 8400 people in one of our poorest States was deemed by the Feds to have need of a military vehicle designed to protect against IED attacks. https://taskandpurpose.com/military-tech/mrap-west-virginia-1033-program
To quote Dr. King: "Budgets are political documents". That we can use our tax dollars to militarize local police departments for no good reason while being niggardly on necessary social investments is a flaw we can't continue.

Possibly they want to stimulate local entrepreneurs to produce really powerful IEDs.
