Then the government can see what people want their money spent on. The money gets spent per percentage of crossed boxes.

But no body would set down and fill out that many check boxes.
And if it anyway comes down to filling out some group-checkboxes then I don't see the difference to woting for a party with a political program that detailes what they want to spend the money on.
