It is my understanding that N. Korea is like most countries in that the government in power is doing what it can to remain in power. I suspect that any weapons program that they have either provides profits for someone in the decision making process or helps (or appears to help) the regime maintain power. If the US or other countries want them to stop their weapons program they need to find a system whereby it is to N. Korea's disadvantage both internationally and hopefully domestically to continue the Nuclear program. Currently the Nuclear program is their best bargaining chip and they use it all the time. Iran plays the same game.

The difference between N. Korea and most other countries is that N. Korea has a mentally ill dictator who has absolute control over his country and is probably capable is starting a nuclear war for no other reason than that Kim is having a bad hair day.

To ascribe normal motives and interests to Kim Jung Ill is naive. If he really cared about things like the well being of his people, he'd allow them to pursue economic policies more similar to those of any of his surrounding neighbors.
