As for dying with covid or because of it: dying with it is hard to define whether the death is due to covid or not. Because covid doesn't actually kill you, it's the consequences of covid that can kill you.
So, say you've got cancer. And you're quite ill. You catch covid and the breathing-problems become to much. Is that Covid killing you or cancer?
And again, look internationally. You'll see the same data reproduced in nearly every country. Your CDC's data is not unique. Nor are the choices they make.
