The article simply states they couldn't definitely prove Trump or any high-level members of government conspired to overthrow the election. However, Trump did shout-out the Proud Boys (who did conspire) during a debate, who then pledged their allegiance to him:

All the pieces connecting Trump are clearly there, including Trump's speech inciting the crowd that same morning of Jan 6th, his own lawyer saying "let's have trial by combat", etc. The FBI apparently needs something more concrete, like a recording a Trump saying "hey let's commit sedition today".

My concern is that terrorist groups like ISIS and Al Qaeda were watching the proceedings, thinking that they could have done more damage with a dozen attackers.
When they weren't rolling on the floor laughing at the hillbillies.

Well there was that certifiable nut job just arrested yesterday claiming he had a bomb, where he parked his car across from those buildings.
Nut job or now, it puts out a message to those who are REALLY able to make bombs and such and that may engender more of these nut job attacks. They can still kill though.
