Made me assume that the connection between Iran and Sudan was nothing more than weapons smuggling, but maybe Iran is willing to push the envelope a little. Iran likely has enough expertise now to export some knowledge and technology, I'm just not sure the Persians would be willing to do that to make stronger allies out of extremely poor countries like Sudan. Seems like Sudan wouldn't have a stable enough government to keep something like that qiuet long enough to get it operational.
