No, it isn't. Getting some financial aid and/or paying resident tuition rates isn't getting "free college" nor is the policy restricted to "illegals" - whatever that means.

The voters in Arizona thought Prop 308 was a good idea; in the end, it will probably be revenue enhancing as well as slightly increasing educational achievement in the State. Both are worthy policy goals even if they are at odds with right wing hatred of immigration.

Expanding educational opportunities is a good thing, so no I don't see any "government takeover" or object to the "giveaway" (again if you want people to answer your questions, you should stop making them loaded with terms that are, at best, disputed).
Don't know what criteria they will use to pick the actual participants other than they will have to be asylum seekers.
There are plenty of programs for others who want to go to college, so I reject your attempt to pretend this is a zero-sum game.
