I was thinking George Bush the Senior is another candidate. Don't know too much about the rest. I was pretty young when Carter was in office.
Ford (first president I can remember) is another one that would fit. He wasn't smart enough to have ideologies. That guy was a totally inept, but never intended to be president anyhow.

If one is flexible, then one has no courage of one's convictions and is a waffler.
