That's right. American citizens and businessses. But mostly citizens, because businesses will just pass on any costs to the consumer.

You gotta love that one, single "silver lining" offered up in a quote by (of course) a Republican in the article:
Rep. Roger Williams, the chair of the House Small Business Committee and the owner of an auto dealership in Texas, told POLITICO on Tuesday that Trump’s tariffs can result in better deals for consumers if businesses cut prices to unload their existing inventories.
“I would be hit by tariffs [but I’m] not worried about tariffs, because people like me that have inventories, if we don’t sell it, we discount it,” the Republican said. “The customer’s going to get a discount.”
M'kay, and how long will those inventories last? A week? Maybe two?? Well damn, party down! 😆
But two things are telling: first, a Republican small business owner who also is in Congress freely admits the tariffs are going to suck and blow for small businesses; and second, the "I got mine, screw the rest of ya'll" attitude because his particular business can draw from inventories for a while.
At this rate the GOP is going to lose 100 seats in the House in 2026.
