Not every country in the world has tariffs. Countries which can't compete fairly because other countries are richer and have stronger economies need tariffs while they work to earn capital to develop their own industries. Weak economies need tariffs, even though it's hard on their own people.
Why any country which didn't need to impose tariffs would risk destroying their own people's living standards is quite beyond comprehension.
