He is speaking to the lie of 'public service' the lie that pollies tell people they're doing what they're doing out of some concern for the greater good, that it's a sacrifice, that it's for your own good, that they are saving humanity. To you and I it's obvious, but there are many that believe that lie and even a couple of pollies that try to maintain that lie unto themselves.
Re the school board. You'll find that the position largely goes uncontested precisely for the reason there is not much power to be wielded from the position but most importantly, privatise all education so that those that participate do so voluntarily.
I will not be attempting to re-write Mencken, flip open one of his books at random, you'll be blown away by a succinct, relevant to this day point, written in language that I'm unable to find adequate adjectives to describe.
