Under the US Constitution, which is INDEED pesky to the likes of Joe Biden, there is the Doctrine of States Rights. The Federal Govt is not allowed to interfere with the powers of the states reserved to them by the 10th Amendment.

Now some people might "multi class" - i.e. a dentist might own a second home she rents out for profit - but in that case her sources of income can be easily classified as coming from work vs coming from investments.
