California also has the largest amount of immigrants in the U.S., more than twice as much as Texas:

California also doesn't deny children schooling based on immigration status. This means the low literacy rate is probably most affected by having the largest influx of non-English speaking students in the country.

The reason for this is clear to people who do not have their heads up Trump's backside.

It is the ongoing dumbing down of America pushed by Republicans who want to see DoE money taken away from public schools and given to charter schools, or rather, the CEOs of charter school companies.

After all, actual education seems the biggest threat to the Republicans' strangle hold on the poor in this country. They seek to retain them under their philosophical thumb.

In 1960 only 2.4% of the US was illiterate.

That article is about students reading at grade level or better.
It states 46% of white 4th graders are at or above the expected reading level.
Only 18% of blacks are.
So the answer is Yep.

I don't think it's a huge deal, 22% 26% being called 1/4.
But this is just further evidence for MY theory:
There is a human race wide dumbing down, due mainly to Covid, there are known cognitive declines associated with Covid, long term damage to organs and the brain.
That and the political situation in the US, basically civil war Deux is enough to drive that average IQ down by 25% also.

Trump appointed judges doing their Trump orders as we speak, the latest where she rules against the CDC stopping mandates of masks on passenger planes.
TOTAL political stance and the same will come out with Roe V Wade and any other ruling they can overturn in their zeal to please Trump.
Don't forget, Trump is the one giving those right wingers their SCOTUS pins.
Kavanaugh, now there is one nice guy, eh.

Can you tell I hate Trump? Just in case you hadn't figured that one out🙂
