Rather than making voters jump through hoops to exercise their fundamental right to have a voice in how their society is governed, five States do it this way:

"Every voter receives a mail-in ballot by default. Voters may submit completed ballots by mail or deposit them at designated drop-boxes and drop-off locations. In-person voting is available to all voters at designated voter service and polling centers.[2]"
