Oregon (and some other States) have noted that tampons and pads: the availabilty to various students and information on how to use them, is serverely lacking. So, they’re making them accessable to all children / students who need them.
There is absolutely nothing wrong with that.
Now, I’m not sure if the whole transgender thing is actually an issue (probably is at the moment, but that’s another debate for another thread), but educating boys on female products and normalising bodily functions is certainly appropriate.

Get red paint, get a tampon to absorb as much as possible and then sling it against someone's window. Great times for all.
