Paying debt helps increase spending in the long term. It isn't like having people deeper in debt helps the economy.

If you want an economic stimulus for the economy, you don't want people to save it. Nor do you want them paying off debts. While both of those might be economically beneficial in the long run, a stimulus is supposedly designed to pump up consumer spending which accounts for about 2/3 of GDP. Until that recovers, businesses will be reluctant to rehire laid off workers and expand and invest.

although nothing has been finalized, the way it is now the heros act keeps the same limitations as the cares act. but I agree, it is still too high.
