There's a 34 second video with the article; Budworth pursues the fleeing woman, knocks her to the ground and then hits her in the face with the baton, which he is holding in both hands.

It seems that these officers believe they are above the law.

I really did laugh out loud when he gobsmacked her. It's sad that it was obviously intentional, claiming it was an accident is being dishonest.
