You missed one giant point. The UN took payoffs in the billions of dollars TO NOT DO ANYTHING in Iraq. They know that if they do help, the documents will all be released. Do you think the UN will ever run that risk?
Hell. We can't even get them to help with elections and humanitarian aid. They were well bought and paid for. They dare not risk offending those who did the paying.
Do you really think France, Russia and Germany are so goody-two-shoes as to actively oppose war on "moral" grounds? Hell. The french are still shooting and killing africans in their old hegemony. As of last week anyway.

And, by the way, when we rebuilt those countries we financed it and even gave equipment to do it, but we didn't just give no-bid contracts to US companies.
