The IRS taxes American citizens everywhere in the world, even if they no longer have a legal residence in the U.S.A. It is one of a very few countries in the world which does this, and it does this only because it can. Nearly every other country in the world taxes only legal and registered residents; once people leave the jurisdiction, they are no longer taxed.
'What if American billionaires leave the country and abjure their citizenship...?' They are still liable to taxation by the IRS for up to TEN years! I speak from experience. If the IRS suspects that someone has changed his citizenship expressly for the purpose of avoiding the IRS, he can still be fined and taxed, both. The U.S. govt. pressures foreign countries to enforce this by compelling foreign banks to automatically withhold potential tax payments from Americans' and former-Americans' foreign bank accounts without their consent. If a foreign bank refuses to comply, the U.S. govt. denies them access to American financial markets. Even the famously secret Swiss bankers were not able to circumvent these draconian regulations. No Swiss bank would have anything to do with me, so long as there was any possibility I might be a U.S. person as defined by the IRS (not, note, a citizen as defined by the U.S. Dept. of State).

BUT if a US citizen holds US stocks and gets dividends or capital gains, that is reported and they must declare that on their US tax return.

So it is hard to see how double taxation can be completely avoided if one plays by all the rules. π
