You would think once bitten twice shy, but maybe its not that the 'people' haven't exercised good judgment in the matter anyway, the sad truth may simply be that the corporations have now effectively silenced the people's voice.

War is the most horribly unproductive, wasteful activity known to man. You've pointed out another reason why that's true -- war profiteers, who always flock to any conflict knowing that the "usual oversight" of contracts will break down in the general clamour.
Yet another reason to avoid war whenever possible.
