    Israel's ambassador to the UK in London. Israel disingenously blamed the PLO and
    exploited the incident as a pretext to invade Lebanon, aiming to destroy the PLO.

    Based on what it says in the BBC article on the assassination, Turkey and Russia are both saying that it was an act of provocation and are cooperating in an investigation. Turkish and Russian relations are better than one would expect at the moment.
