Senate Republicans, who were very supportive of the provisions in this defense bill under Trump, voted to block it simply because it was recently put forth and was to be signed into law by a Democratic President. The 2 reasons given were; 1. A proposal for sanctions related to the Nord Stream 2 pipeline, and 2. Amendments related to support for Ukraine - Issues easily addressed in separate pieces of legislation.

It's hilarious to anyone living outside the US. It's ignored by americans voting republican because they don't care or are too dumb to understand what their representatives are doing.
