Apparently, the stated reason in the law is to prevent illegally influencing an election by offering gifts. In other words, to prevent soliciting votes, as stated in the bill.
So you're wrong about Dems "lying" since the bill does indeed prevent passing out items like food and water, but Dems are wrong about the reason. Poll workers are, however, allowed to set up stations where voters can obtain water on their own.
