Russia says that an attack of that kind, will be seen as an attack by a nuclear power (directly supporting Ukraine) and will open up their possibilities to basically use nukes on Ukraine.
This puts the US (and the West) in a bit of a pickle. If they don’t allow Ukraine to use their missiles on targets in Russia, then Russia is going to have some major wins the coming weeks / months.
But if they do allow it, there is an increasing chance that small scale nuclear weapons might be deployed (especially if Russia thinks it might lose: cornering an opponent; Sun Tzu).

For Denmark of all places to say such a thing, perhaps NATO is getting tired of Russia and is already contemplating calling Russia on its threat.
The problem is that Ukraine is a proxy and none of the NATO nations will feel the fury of Russia raining down nukes. Unless NATO is willing to defend Ukraine with their own nukes, it would be immoral to test Putin this way.

That is exactly why Russians are saying they have to use nukes, to prove they are not bluffing.
Russia has been overly nice throughout this war. They cannot afford to allow continued escalation because it will never stop. You and everyone else will claim Russia is bluffing even if they are not.

It is Ukraine's choice. All NATO is doing is supporting a country who chose to fight back. In that sense, it's not immoral since Ukraine chose not to give up despite knowing Russia's capabilities.

NATO is just at fault for that war in Ukraine. They bluffed Russia into thinking Ukraine would join NATO. They knew Russia would be forced to invade. Reagan would not tolerate Nicaragua and it was no where near the US border. Reagan claimed Nicaragua was going to invade the USA.

The USA and NATO wanted Russia to invade. That was the whole plan. NATO has been expanding to the east for some time. Russia kept warning about it too. Those warnings were ignored. Early in the war a peace agreement was sabotaged by the west as well. The USA did not want peace. They wanted a bloody war.
