Given that the war was more or less over when the rape of Berlin occurred it was something more base than a strategy.
Revenge and the brutal nature of our species probably.
The ones I feel the most sorry for is the women of central and Eastern Europe who got raped by the Germans heading eastward and the Russians as they chased the Germans westward again.
