For any concrete point we could still make an example that nuclear installations are off limit in any war.
laws and rules in general are only as good as the enforcement. the UN is useless as corruption has ruined it. putin is having his way unimpeded, sanctions is not a deterrent.
In the US our politicians use this enforcement void. I can name several politicians that should be in prison for premeditated murder and other blatant crimes that put our security at risk. It is very discouraging when I see libs supporting them.

If you have enough information for a murder conviction go to the nearest district attorney directly.
