When the Iraqi government feel their own police and military are ready to keep their people safe, they will politely ask the foreign forces to leave.
At that point, the governments of the West MUST declare the job done and withdraw.
If any of the foreign leaders decide to stall, or even ignore this request (and you know to whom I am referring here), then the real trouble will start.
Failure to comply with the Iraqi request to leave when it comes, will not only inflame anti-western feelings across the middle east, but also destabilise all western alliances.

Over time some troops will be withdrawn. Slowly and in small numbers. When they are withdrawn the Bush Administration will make a big fuss over it. They'll send out press releases, which the Media will gobble up like starving wolves, stating that a thousand American troops are coming home. They'll throw in some nice fancy speeches and a few "job well done" remarks, maybe some photos of Seargent John "Hawkeye" Smith getting off the plane and hugging his lovely wife and two daughters, but shortly the whole thing will be forgotten. Until the next small batch gets to go home.
What they will downplay is when they send more troops there to replace the ones that leave.
The US forced Saddam's army out of Kuwait 13 years ago. We left troops in Kuwait to help protect their country. Saddam is now in prison. His army no longer exists. Why are we still in Kuwait? Did we use Kuwait to launch airstrikes into Iraq? Did we use it for logistical support, supply routes, airfields, troop deployments, and pretty much everything else a military force can use a country for? Of course we did!
And now we have another country. And this one's even deeper in the Middle East. And it sits on top of even more oil.

Afghanistan I agree with. Iraq is another Vietnam. We lost thousands and thousands (why?) in Vietnam. Remember the Gulf of Tonkin Incident, remember the Domino Theory: If Vietnam fell, there goes Korea and Japan, etc. These men were dying for freedom, we were told (aren't we always killing for freedom). Now I read in the vacation section of magazine that Vietnam is becoming a major tourist destination. Miracle of miracles, they love Americans there. I was at Cu Chi, waiting to get my hair cut by a Vietnamese and reading in the Reader's Digest an article by some retired general about how we were winning the war...it was only a matter of time.
