what is the most insidious way a country could overtake (invade) another country, without that country knowing what was happening, getting 'taken' completely unawares. No killings, no destruction of buildings....

Neutron bombs exploded a thousand meters in the air spaced every five miles on a grid.

Problem then is hiring a good clean up crew! Can you imagine the stench? Everything dead?

Ooops. Just noticed the part about no killing. The buildings would still be in good shape though. The good news is that the US has several thousand of these.

And being "terrorists" keeps us busy planning who to destroy next. Employs ten thousand people in the Strategic Office Of Terror.

Or as we call it "SOOT". Yes Sir. A lot of good people working in SOOT.
