Let me give you an example. I have been in England since 1965 and I am an Irish citizen. I worked my entire life here, paid taxes, contributed in other ways and earned a pension that way. The point is that people in Liberia and Cambodia and (to cut this short) people of all nations are humans, so they (according to you and your corrupted definition of what a right is) have a right to healthcare, therefore if they can't provide healthcare for themselves either as individuals or as a nation state then the UK should divert funds from the NHS to provide for these humans (as a right) Now the NHS is a little shakey anyway with 'die while you wait' waiting lists so something is going to need to be trimmed, the waiting list for a hip replacement is going to need to be extended, or better yet entirely cancelled, because as far as healthcare goes the NHS would get more bang for their buck, lives per pound, treating more urgent life threatening conditions all over the world.

Yes the UK and the 1st World generally has a responsibility to the Third World which includes recognising the role of imperialism in stripping assets from the Third World.
Yes, health services should be available to all residents in the country.
More to the point
It is a lie that in order to support the Third World we would have to deprive our own citizens. This is the nationalistic idea that because the rich have sucked wealth out of our economies, asset stripped our publicly owned resources, cash-starved our public services, refused to pay their taxes, then we can not afford to run our own services any more and certainly cannot afford to asist other countries. The best way to help the Third World would be to stop global capitalism asset stripping its wealth as well as ours and to trade fairly with them.
It is a lie that our NHS is being ripped off by migrants and it has been refuted many times.
These lies are the work of nationalist bigots or appeal to them.
A major lie is the myth that economic resources are terribly finite and scarce when considering public services [but not wars of aggression] and yet infinite when seen in the context of global capitalism.
