IMO Iran wasn't building a bomb, they were playing it smarter than that. What they have done several times in the past few years is show that they could produce a bomb if they wanted to, but then cooperated with inspecters just enough to show that theyhaven't done. Yet. Basically they were not breaking the rules while showing that no one should try to bully them either.

After GW2 started things have probably changed. They've just seen that playing by the rules (eg. not having weapons of mass destruction) doesn't prevent you from being attacked. This could well have tipped the tactic from showing the capability to building a bomb to the need to actually have one. And from what I've researched, if Iran want's to build a bomb in secret then they can.
