Reagan emptied them across our nation and dumped these people out on the streets to fend for themselves; which many of them clearly could not do. They were not locked up; they were in hospital settings being mentally taken care of. Now, many of them are locked up and over burdening our justice system because they did not get the mental health they needed. . They are sick, not criminals.
I'm all for locking them up.

Criminals are a different story; and, our justice system is much harsher than 30 or 40 years ago.
