clearly, you misinterpret his words.
Sex change procedures would be made with medical doctors combined with discussions involving the child and their parents. So it's not as flimsy as performing surgery on a kid's whim.
At the same time, they are still children. They are impressionable. It's quite reasonable that kids could be deciding on sex changes for the wrong reasons, such as feelings of inadequacy or just being confused about themselves and their place in the world.
For example: a boy who is not good at sports get mocked for "throwing like a girl" and keeps on hearing that he's less tough than other boys or too sensitive. Is that kid motivated by having an identity different from his sex or by feelings that he's "failed" as a boy?
Again, these are things that would discussed with a doctor, with hopefully the aid of supporting parents.
Either way, it's not up to Abbott to make that decision.

yes, seems legit, to avoid parents "traumatising" children by letting them choose a gender they need a stranger to check those children's genitals. Because that's totally not traumatising.
